If a resolve message has a start time defined that is earlier than the actual end time of the message, this has the following consequences:

When the resolve message start time is reached, the message is considered "Resolved"

Fragments (e.g. early warnings or status updates) that start after the resolve message start time are no longer considered

Changes to the message, which are made after the start time of the resolve message has been reached, will no longer be considered
