Resolved ahead of schedule

If a resolve message has a start time defined that is earlier than the actual end time of the message, this has the following consequences:

• When the resolve message start time is reached, the message is considered "Resolved"
• Fragments (e.g. early warnings or status updates) that start after the resolve message start time are no longer considered
• Changes to the message, which are made after the start time of the resolve message has been reached, will no longer be considered
